Kipling shows society’s hypocrisy by pointing out how people hate soldiers in peace but suddenly love them in war. It’s like, they ignore Tommy until they need him. He’s basically saying, don’t treat soldiers like dirt when you’re safe, then praise them only when there’s danger.
